The guideline sets out the conditions where runaka are likely to oppose oil and gas activities, and the conditions where runaka may deem activity possible.&nbsp;&nbsp; The document also outlines how engagement with runaka should take place.&nbsp; is required.&nbsp;&nbsp; If so, this can be included as a condition of the water permit (a &#39;residual flow&#39; is a quantity of water that must be left in the river at the point where water is taken).&nbsp; When setting residual flow condition on a water permit, the ORC must consider the effects on aquatic ecosystems and natural character of the water body.<br /> <br /> The review looks at how these flow requirements are considered in applications to take water under the Water Plan, and how we apply related conditions on any Water Permit the ORC grants.&nbsp;
